FRSA Aims and Objectives for Roads

These are:

  • Maintenance of road surfaces by whole road resurfacing and localised repairs, such as potholes, together with annual road sweeping
  • Maintenance of road markings, white & yellow lines
  • Regular clearance of gullies and testing of existing soakaways as far as possible, so as to prevent flooding of the road or adjacent properties. Such soakaways and connecting pipes are often located on a Member’s property.

The FRSA is not responsible for:

  • Soakaways which are not connected to the adjacent road system
  • Ditches and drains within the land boundary of a property
  • Verges, access roads, private drives, paved areas, fences, hedges and trees adjacent to the road (these are the responsibility of the land owner)
  • Any area of road which is not part of the membership scheme.

Timing of Works

Road re-surfacing works are usually carried out between April and October, along with any white road markings that need to be replaced, due to the favourable weather conditions.

Drainage works normally take place at the end of the Summer, September – October.

Road sweeping is carried out after leaf fall at the end of November.  This keeps the gully lids clear for the winter months ahead.

Emergency repairs will be carried out if deemed urgent, but better value is obtained if similar works are packaged together thus facilitating competitive quotes for the works.

Limitations

The FRSA has funds which are limited by the membership numbers.  In particular, therefore:

  • It is unable to undertake major works e.g. construction of a new soakaway.
  • It may not be possible to clear gullies, drains or soakaways which have become blocked due to root ingress from residents’ trees and plants, or for blockages arising from residents’ contractors pouring concrete or other rubble down the drains, although attempts will be made to clear minor blockages.
  • The priority for flood prevention measures will be assessed where necessary by the FRSA based upon perceived nuisance to road users, including pedestrians, (based upon the flood depth and the time to dissipate) 
  • It is unable to take responsibility for any uncontrolled flooding which may occur due to extreme weather conditions.
